I have the honour to forward the Return of Shipping Exports and Imports for the Year Ending 31st December, 1859.

With the exception of Emigration Returns received from the Peninsula and Oriental Company, these reports have had to be made up since my taking charge of the office, and my thanks are due to the valuable assistance I have received from Mr. E. Thornton.

The accounts of deceased Seamen will be taken in hand next.
